Summary
Singapore has raised the monthly household income ceiling for new HDB flats from S$14,000 to S$16,000, Prime Minister Lawrence Wong announced at the National Day Rally on 23 Aug 2026. The higher limit also covers Sale of Balance Flats (SBF), resale flats bought with the CPF Housing Grant and HDB housing loans, according to the government's National Day Rally page on gov.sg. For singles aged 35 and above, the ceiling rose from S$7,000 to S$8,000, the Ministry of National Development (MND) and the Housing & Development Board (HDB) said in a joint release reported by AsiaOne. The new ceilings apply to HDB Flat Eligibility (HFE) letter applications made from 24 Aug 2026. MND and HDB moved the next Build-to-Order (BTO) exercise, about 7,960 flats, from October to November 2026 to give buyers time to apply. From the February 2027 exercise, first-timer families will get one extra ballot chance for each Singapore Citizen child aged 18 and below.

Why the limits moved
The ceilings were last raised in September 2019, PropNex said. In his Rally speech, Mr Wong said Singaporeans are marrying later and earning more by the time they settle down, so more young couples were crossing the old limits. He also said BTO booking success rates are higher, waiting times are shorter and the resale market has stabilised. Incomes have risen since 2019. PropNex Research, using Department of Statistics data, put the median monthly employment income of resident employed households, excluding employer CPF contributions, at S$10,591 in 2025, up 27% from S$8,333 in 2019. It estimates that the S$16,000 ceiling reaches just under the 70th percentile of households, slightly below what the S$14,000 ceiling covered when it was set in 2019.
Extra ballot chances for families from February 2027
From the February 2027 sales exercise, first-timer families with children, or expecting a child, will receive one additional ballot chance for each Singapore Citizen child aged 18 and below, gov.sg says. The extra chances apply to BTO and SBF applications, Mothership reported. They improve a family's odds in the ballot but do not guarantee a flat. Mr Wong said he had asked National Development Minister Chee Hong Tat to consider more housing support for larger families, and that the government is looking at how it can better support singles. He gave no details.
The November 2026 BTO exercise
The exercise will offer about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, including Community Care Apartments in Toa Payoh, MND and HDB said, as reported by AsiaOne. They urged buyers to apply for HFE letters early and to submit all documents by 25 Sep 2026, Mothership reported. HDB confirms whether each project is Standard, Plus or Prime at launch, PropertyGuru reported. Plus and Prime flats carry a 10-year minimum occupation period (MOP) and a subsidy recovery when sold, while Standard flats keep a five-year MOP. Huttons Asia's Lee Sze Teck expects the overall application rate for the exercise to come in between 3.5 and 4.0, EdgeProp reported.
If your income is above the new ceiling
The ceiling covers new flats, resale flats bought with the CPF Housing Grant and HDB loans. A resale flat bought without the grant and financed with a bank loan is not on that list. Private property owners also face one less hurdle. HDB removed the 15-month wait-out period with immediate effect on 28 Jul 2026 for private owners buying a non-subsidised resale flat without an HDB housing loan, EdgeProp reported. The wait-out had applied since September 2022.
Illustration: a couple earning S$15,000 a month
Illustration only. A first-timer couple earning S$15,000 a month between them was above the old S$14,000 ceiling, so a new flat and an HDB loan were out of reach. With an HFE letter applied for on or after 24 Aug 2026, the same couple can apply in the November exercise, subject to HDB's other eligibility conditions. If they apply in February 2027 or later with one child, they get one extra ballot chance; with two children, two.
