Summary

Only Singapore Citizens can rent out a whole HDB flat, and only after the five-year minimum occupation period (MOP), according to the government's guide for flat owners on gov.sg. Owners of Plus and Prime flats can never rent out the whole flat. Spare bedrooms are different: any owner of a three-room or larger flat, including a permanent resident (PR), can rent them out during the MOP with approval from the Housing & Development Board (HDB), as long as the household keeps living there.

Every tenancy must run for at least six months. Four-room and larger flats can house up to eight people until 31 Dec 2028, after HDB and the Urban Redevelopment Authority (URA) extended a temporary relaxation of the occupancy cap in January 2026.

Whole flats: citizens only, after the MOP

The five-year MOP applies to Standard flats and to older flats sold under the mature and non-mature estate system, whether bought from HDB or on the resale market. It runs from legal completion, and time when the owners are not physically living in the flat does not count, HDB says. New and resale Plus and Prime flats carry a 10-year MOP, and their owners cannot rent out the whole flat even after it ends.

Spare rooms: allowed from day one, if you stay

One- and two-room flats can be rented out only as whole flats. In larger flats, the owner and every authorised occupier must keep living in the flat while rooms are rented out; if they move out, HDB revokes the approval and treats the arrangement as unapproved whole-flat renting. HDB charges S$10 per bedroom with each application, and owners must report a termination, renewal or change of tenant within seven days.

When rooms are rented out, the count includes the owner and authorised occupiers as well as the tenants, gov.sg says. HDB and URA raised the cap for four-room and larger flats from six to eight in January 2024 and extended the relaxation by two years in January 2026, saying overall rental demand remains strong. HDB will revoke approval for renting out bedrooms if an owner flouts the rules.

The non-citizen quota

Whole flats rented out to PRs and foreigners count towards a non-citizen quota of 8% at neighbourhood level and 11% at block level, according to gov.sg. Malaysians are exempt, and bedroom rentals are not covered. Once a block or neighbourhood reaches its limit, its whole flats can be rented out only to citizens and Malaysians, so check the quota on HDB's e-services before you advertise.

Who can rent

Non-citizen tenants need a pass with at least six months' validity, such as an Employment Pass, S Pass, Student Pass, Dependant's Pass or Long-Term Visit Pass. Work Permit holders in the construction, marine and process sectors must be Malaysian, as must manufacturing Work Permit holders renting a whole flat, gov.sg says. Short-term rentals are not allowed, and HDB does not allow a flat to be rented to tourists, or for commercial filming or goods storage.

What rents look like

HDB's median rents for approved applications to rent out flats in the third quarter of 2026 ranged from S$3,000 a month for a four-room flat in Bukit Panjang to S$4,800 in the Central Area. Three-room medians ran from S$2,600 in Woodlands to S$3,300 in the Central Area. The figures are self-declared rents.

What unapproved renting can cost

HDB can issue a written warning, impose a financial penalty of up to S$50,000 or compulsorily acquire the flat, the Ministry of National Development (MND) said in a written parliamentary answer on 9 Jan 2024, after HDB had acted on 571 cases of unauthorised renting over five years. From January 2019 to June 2024, HDB compulsorily acquired 104 flats, 84 of them for serious breaches such as unauthorised whole-flat rental, not living in the flat or buying private property during the MOP, MND said in August 2024. Owners are responsible for their tenants' breaches. Renting out can also change a flat's property tax; HDB tells owners to check with the Inland Revenue Authority of Singapore (IRAS).

Illustration only. A citizen couple's purchase of a four-room resale flat in Toa Payoh completed in March 2022, so their MOP ends in March 2027 if they have lived there throughout. Until then, they can rent out a spare bedroom with HDB approval while they stay, for six months or more at a time. From March 2027 they can apply to rent out the whole flat; with non-Malaysian foreign tenants, each approval runs for up to two years and depends on the non-citizen quota. HDB's median rent for a four-room flat in Toa Payoh was S$3,850 in the third quarter of 2026.
