Summary

Every BTO project launched since October 2024 is labelled Standard, Plus or Prime, and the label decides how long you must live in the flat, whether you can ever rent it out whole and how much of the sale price goes back to the Housing & Development Board (HDB). Plus and Prime flats carry a 10-year minimum occupation period (MOP) and can never be rented out whole, HDB says. At the June 2026 launch, HDB set the subsidy recovery at 8% for two Plus projects in Ang Mo Kio and at 10% and 14% for two Prime projects in Bishan and Bukit Merah.

The next exercise, about 7,960 flats, is due in November 2026. HDB will confirm each project's label, prices and recovery rate at launch.

The first exercise under the framework, in October 2024, offered 8,573 flats in 15 projects: one Prime, seven Plus and seven Standard. Flats launched before then keep the rules they were sold with, and Prime Location Public Housing (PLH) flats are grouped with Prime.

The 10-year MOP

Owners must live in a Plus or Prime flat for at least 10 years before they can sell it on the open market or invest in private residential property, MND says. The 10-year MOP applies to both new and resale Plus and Prime flats, HDB says.

How subsidy recovery works

When an owner who bought a Plus or Prime flat from HDB sells it, they must return a percentage of the resale price or the valuation, whichever is higher. The rate is set for each project and announced at launch, HDB says. The framework does not apply to the 1.1 million existing flats, MND says.

The rate reflects the extra subsidy in each project, MND said in 2023, when PLH flats launched up to then carried 6%. June 2026's rates were:

Illustration: what 14% means

Illustration only. Suppose a Berlayar Rise owner sells after the 10-year MOP for S$900,000 and HDB values the flat at S$880,000. The 14% applies to the higher figure, so S$126,000 goes back to HDB. With the 8% rate set for the Kebun Baru projects, the same sale would return S$72,000. A Standard flat carries no subsidy recovery.

What you get in return

The trade-off is a lower price at the start: Plus and Prime flats are priced with additional subsidies to keep them affordable, HDB says.

Who can buy the flat from you later

The restrictions follow the flat to its next owner. A resale buyer must include at least one Singapore Citizen and meet an income ceiling, and private property owners must wait 30 months after disposing of their property, MND says. The resale income ceiling is S$16,000 for families and S$8,000 for singles, or S$16,000 for singles buying Plus flats, according to MND's framework page (updated 17 Sep 2026). Singles can buy Standard or Plus resale flats of any type except 3Gen, but only 2-room Flexi flats in Prime projects, HDB's MyNiceHome guide says.

The November 2026 exercise

The next exercise, about 7,960 flats, takes place in November 2026 instead of October, HDB said on 22 Aug 2026. HDB has not yet said which projects are Standard, Plus or Prime. Labels are announced at launch.

FAQ

Can I rent out a Plus or Prime flat? Spare bedrooms only, with HDB approval. The whole flat cannot be rented out, even after the MOP.

What to do next

  • Apply for your HFE letter early; it confirms your eligibility, grants and HDB loan amount before you choose a project.
  • When the November launch opens, note each project's label and subsidy recovery rate, and decide whether a 10-year MOP fits your plans.
  • If you may want to rent out the whole flat one day, weigh Standard projects; Plus and Prime flats can never be rented out whole.
