Summary
Singapore charges property tax every year on a home's annual value (AV), which the Inland Revenue Authority of Singapore (IRAS) sets from the market rents of comparable properties. Homes lived in by their owners are taxed at progressive rates from 0% to 32% of AV, and other homes at 12% to 36%, the government's gov.sg guide to residential property tax says. For 2026, owner-occupiers received a one-off rebate of 15% for HDB flats and 10%, capped at S$500, for private homes, the Ministry of Finance (MOF) said on 28 Nov 2025. Bills for the coming year are issued at the end of each year and are due on 31 January.

These bands have applied since 1 Jan 2025, when the government raised every band and lifted the 0% band from the first S$8,000 of AV to the first S$12,000, MOF said on 29 Nov 2024. Owner-occupied one- and two-room HDB flats pay no property tax, MOF said on 28 Nov 2025.

Source: gov.sg (17 Dec 2025). These rates apply to residential buildings that are not owner-occupied, and not to residential land, gov.sg says. The government raised them in 2023 and 2024, "from 10% to 20% to the current 12% to 36%", Senior Minister of State for Finance Jeffrey Siow said in a parliamentary reply on 3 Feb 2026.
How annual value is set
AV is based on the market rents of similar or comparable properties. IRAS looks, for example, at how comparable five-room flats in the same town are rented, and it reviews residential AVs every year, so they can rise, fall or stay the same, gov.sg says. The tax applies whether a home is occupied by its owner, rented out or left vacant.
The 2026 rebate
The rebate is set off automatically against the 2026 bill and covers owner-occupied homes only, MOF said. After the rebate, owners of three-room and larger HDB flats would see an average increase of S$2 to S$3 a month, and half of private owner-occupiers an increase of less than S$6 a month. The rest would see larger increases, generally on higher-value homes, MOF said. The 2026 rebate is smaller than the 2025 one, which was 20% for HDB flats and 15%, capped at S$1,000, for private homes, according to MOF's release of 29 Nov 2024.
Renting out your home
Owner-occupier rates depend on the owner living in the home. In an answer on the government's ask.gov.sg service, IRAS said a home that had been rented out while its owner lived elsewhere was not eligible for owner-occupier rates. Landlords can claim the property tax paid on a rented-out home as an expense against their rental income, gov.sg says.
Illustration: one condo, two tax bills
Illustration only. Take a condo unit with an AV of S$36,000.
- Lived in by its owner: 0% on the first S$12,000 and 4% on the next S$24,000 comes to S$960. The 10% rebate for 2026 brings it to S$864.
- Rented out: 12% on the first S$30,000 and 20% on the remaining S$6,000 comes to S$4,800, with no rebate.
Before the rebate, the same unit's bill is five times as large once the owner moves out and lets it. A four-room HDB flat with an AV of S$15,000 that its owner lives in pays 4% on the S$3,000 above the first S$12,000, or S$120, which the 15% rebate cuts to S$102.
Paying the bill
Property tax is payable yearly in advance. Annual bills are due on 31 January, and ad hoc notices one month from the date of the notice, gov.sg says. Owners can pay by GIRO in up to 12 interest-free monthly instalments, and eligible retirees can spread payment over up to 24 months under the Extended GIRO Scheme, MOF said. A 5% late payment penalty applies to owners who miss the due date without GIRO instalments in place.
