Summary
Buyers of an executive condominium in Singapore in 2026 face two sets of rules. EC sites whose tenders close on or after 8 May 2026 carry a 10-year minimum occupation period (MOP), and units can be sold to any buyer only after the 15th year, the Ministry of National Development (MND) said on 8 May 2026. The MOP was five years before. Developers can no longer offer the Deferred Payment Scheme (DPS) for these ECs, so the Normal Payment Scheme applies to all buyers, and the share of units for first-timers rises from 70% to 90%, with the priority period extended from one month to two years.
Separately, the monthly household income ceiling for new EC units rises from S$16,000 to S$18,000, HDB said on 22 Aug 2026. It applies to new EC units on land whose sale tenders close on or after 24 Aug 2026.
What this means for Singapore buyers
Who can buy an executive condominium in Singapore in 2026?
HDB's EC eligibility page sets these core conditions:
- Citizenship: the applicant must be a Singapore Citizen with at least one other citizen or permanent resident (PR) in the application. Singles applying jointly must all be citizens.
- Age: at least 21, or 35 for singles buying jointly.
- Property: no household member may own, or have sold in the last 30 months, any local or overseas private residential property.
- HDB flat: existing flat owners must sell within six months of completing the EC purchase.
- Subsidies: households that have taken two housing subsidies are not eligible. Second-timers pay the resale levy where applicable.
Income ceiling: S$16,000 or S$18,000?
It depends on the land tender. The S$18,000 ceiling covers new EC units on sites whose tenders close on or after 24 Aug 2026, HDB and MND said. Balance units in existing ECs, and ECs on sites awarded before 24 Aug, stay at S$16,000.
CPF housing grants for ECs
HDB's CPF Housing Grant for ECs is worth up to S$30,000, depending on average monthly household income:

The Enhanced CPF Housing Grant does not cover ECs, the government's Made For Families page (updated 22 Apr 2026) states. CPF Board notes that the mortgage servicing ratio applies to EC loans while the MOP has not expired.
